Enforcement Date

Mandatory compliance applies to all new and used vehicles shipped on or after 1st October 2026.

Who is Affected?

All individual importers (personal use) and commercial businesses/dealers importing new or used vehicles.

Strict GSA Regulatory Guidance

Prohibited Vehicle Imports

Under the GSA Administrative Framework starting 1st October 2026, used vehicles under any of the following conditions are strictly prohibited from importation into Ghana:

1. Major Salvage Damage

Includes vehicles submerged/flood-damaged, burnt by fire, scrap/dismantling status, or severe chassis/safety cage damage (broken, bent, or twisted).

2. Over-Aged Vehicles

Any used vehicle exceeding 15 years from its date of manufacture is prohibited from entering Ghana.

3. Assembled from Parts

Vehicles constructed or reassembled from loose spare parts, compromised shells, or piecemeal components.

4. Non-km/h Speedometers

Vehicles lacking speedometer readings standardly displayed in kilometers per hour (km/hr).

PVoC Inspection Process Flow

Step-by-step procedure for used vehicle pre-export verification and clearance into Ghana.

Registration & Booking

Importer registers as a used vehicle importer/dealer and contacts Third-Party Inspection Body (TPIB).

Physical Inspection

The TPIB conducts physical roadworthiness and structural inspection in the country of origin prior to shipment.

CoC Issuance & VEDIS

Upon approval, TPIB issues Certificate of Conformance (CoC), approval sticker, and uploads data to VEDIS.

Port Clearance

GSA verifies CoC and pre-inspected unit electronically at Ghanaian entry ports for immediate release.

What is VEDIS?

VEDIS (Vehicle and Dealership Information System) is an electronic platform integrated with ICUMS. It maintains a full registry of vehicle imports, damage histories, status, and certified dealerships.
